Haryana Government Greenlights Construction of Stilt Plus 4-Storey Buildings with New Conditions.
In a significant development, the Haryana government has given the green light for the construction of stilt plus four-storey buildings, bringing a wave of excitement among residents. This decision, announced by Haryana’s Finance and Urban Planning Minister, J.P. Dalal, marks a pivotal moment in urban planning for the state. Initially permitted but later halted due to objections, the decision has been re-evaluated and reinstated based on a committee report initiated by the former Chief Minister. However, certain conditions accompany this approval to ensure structured and safe development.
Key Conditions for Construction Approval:
1. Residential Plots with Approved Layouts: Permission is granted for residential plots in colonies/sectors where the layout plan is approved for four residential units per plot.
2. Licensed DDJAY Colonies: Stilt plus four-storey buildings are also permitted in licensed DDJAY colonies, provided the layout is revised for four residential units per plot.
3. Wide Road Access: Colonies/sectors with layout plans approved for three residential units per plot can also qualify, but only if the plots are accessible via roads at least 10 meters wide.
4. PDR Rate Adjustments: For plots exceeding 250 square meters, the PDR rates will be increased as per regulations.
5. Refunds for Unused PDR: If plot owners opt out of constructing stilt plus four-storey buildings and do not fully utilize the PDR, they are eligible for a refund with 8% interest on the unused PDR value, calculated up to the application date.
6. Basement and Load Transfer Restrictions: For plots falling under condition 3, basement construction and load transfer on public walls are prohibited where stilt plus four-storey construction is allowed.
7. Infrastructure Enhancement: The immediate enhancement of infrastructure in relevant sectors/colonies will be funded by the collected IAC fund of Rs 1178.95 crore, ensuring timely improvements.
8. S+4 Portal Establishment: Each department will establish an S+4 portal to handle related issues, permissions, and updates.
9. Complaint Resolution Committees: Relevant agencies will form committees to resolve complaints regarding structural damage, parking issues, and other infrastructure-related problems arising from the construction of stilt plus four-storey buildings.
10. Building Plan Approval Conditions: To eliminate covering in stilt areas, a condition will be imposed during building plan approval and occupancy certification, stating that any covering of the stilt area will nullify the approval.
11. SOP for Unauthorized Construction: Standard Operating Procedures (SOPs) will be developed for cases where stilt plus four-storey buildings have been constructed without prior approval.
